are CPU's allowed on airport baggages?

ok so here is the thing..

my dad is migrating to hawaii this november..

and he was wondering if he could bring his PC from the Philippines here in Hawaii..

because it has a sentimental value to him..

if not allowed, what specific parts can he bring?

can he also bring scanners?
printers?
wifi router?

Generally, the answer is yes, but it really depends on the carrier.
Even if it is 'legal' it probably doesn't make sense to do it.
Basically, check with the airline - usually it is on the website, but you could call them too.
I'd try to ship this using UPS or DHL or even common mail carrier services. It may cost less, and at least you can insure it for a real replacement value.

- Most carriers will require most CPUs and printers, scanners to be put in checked luggage. You might bring a wifi router on board, but you'll certainly raise a lot of questions at the security screening.

- Anything in your luggage is very rarely insured beyond a few dollars, and even then they specifically exclude liability for electronics. Check the carrier policy. Your hard disk could get banged around from shifting luggage. If the scanner glass cracks or the printer suffers damage due to thermal changes or pressure changes, you are out of luck.
- These are also attractive to steal by dishonest luggage clerks or bag handlers.

Finally, depending on how paranoid your specific TSA screeners are that day, they have been known to seize entire computers to hold and examine for an unlimited/undisclosed period of time.

If there are files on the PC that have a sentimental value, burn them to DVD and mail those. Or use a service like Carbonite, Amazon, MS Live - or other web storage. Upload them in one place, download them in another. This minimizes the risk that hardware will get lost or damaged, and protects the files.

I mean basically, if you need to buy a new PC, you can get away with a mid-range $700 including a monitor. Cheaper if you shop around or buy used/refurbished. If you have to pay an extra $200 to include this in your luggage, (or more) - deal with extra security checks, and still a good possibility that it will be broken or stolen - this isn't a good bet. If you really want to do this, you probably can legally do so.
